I recently published a long essay about climate change on the Gates Notes. =
This is the first of four newsletters I=E2=80=99ll be sharing that summariz=
e the essay=E2=80=99s most important points.=C2=A0 What to know Climate cha=
nge is serious, but we=E2=80=99ve made great progress. We need to keep back=
ing the breakthroughs that will help the world reach zero emissions. But we=
 can=E2=80=99t cut funding for health and development=E2=80=94programs that=
 help people stay resilient in the face of climate change=E2=80=94to do it.=
 It=E2=80=99s time to put human welfare at the center of our climate strate=
gies, which includes reducing the Green Premium to zero and improving agric=
ulture and health in poor countries. There=E2=80=99s a doomsday view of cli=
mate change that goes like this:=C2=A0=C2=A0 In a few decades, cataclysmic =
climate change will decimate civilization. The evidence is all around us=E2=
=80=94just look at all the heat waves and storms caused by rising global te=
mperatures. Nothing matters more than limiting the rise in temperature.=C2=
=A0 Fortunately for all of us, this view is wrong. Although climate change =
will have serious consequences=E2=80=94particularly for people in the poore=
st countries=E2=80=94it will not lead to humanity=E2=80=99s demise. People =
will be able to live and thrive in most places on Earth for the foreseeable=
 future. Emissions projections have gone down, and with the right policies =
and investments, innovation will allow us to drive emissions down much furt=
her.=C2=A0 Unfortunately, the doomsday outlook is causing much of the clima=
te community to focus too much on near-term emissions goals, and it=E2=80=
=99s diverting resources from the most effective things we should be doing =
to improve life in a warming world.=C2=A0=C2=A0 It=E2=80=99s not too late t=
o adopt a different view and adjust our strategies for dealing with climate=
 change. Next month=E2=80=99s global climate summit in Brazil, known as COP=
30, is an excellent place to begin, especially because the summit=E2=80=99s=
 Brazilian leadership is putting climate adaptation and human development h=
igh on the agenda.=C2=A0 This is a chance to refocus on the metric that sho=
uld count even more than emissions and temperature change: improving lives.=
 Our chief goal should be to prevent suffering, particularly for those in t=
he toughest conditions who live in the world=E2=80=99s poorest countries.=
=C2=A0=C2=A0 Although climate change will hurt poor people more than anyone=
 else, for the vast majority it will not be the only or even the biggest th=
reat to their lives and welfare. The biggest problems are poverty and disea=
se, just as they always have been. Understanding this will let us focus our=
 limited resources on interventions that will have the greatest impact for =
the most vulnerable people.=C2=A0 I know that some climate advocates will d=
isagree with me, call me a hypocrite because of my own carbon footprint (wh=
ich I fully offset with legitimate carbon credits), or see this as a sneaky=
 way of arguing that we shouldn=E2=80=99t take climate change seriously.=C2=
=A0=C2=A0 To be clear: Climate change is a very important problem. It needs=
 to be solved, along with other problems including health challenges like m=
alaria and malnutrition. Every tenth of a degree of heating that we prevent=
 is hugely beneficial.=C2=A0 I=E2=80=99ve been learning about warming=E2=80=
=94and investing billions in innovations to reduce it=E2=80=94for over 20 y=
ears. I work with scientists and innovators who are committed to preventing=
 a climate disaster and making cheap, reliable clean energy available to ev=
eryone. Ten years ago, some of them joined me in creating Breakthrough Ener=
gy, an investment platform whose sole purpose is to accelerate clean energy=
 innovation and deployment. We=E2=80=99ve supported more than 150 companies=
 so far, many of which have blossomed into major businesses. We=E2=80=99re =
helping build a growing ecosystem of thousands of innovators working on eve=
ry aspect of the problem.=C2=A0 My views on this subject are also informed =
by my work at the Gates Foundation over the past 25 years. The foundation=
=E2=80=99s top priority is health and development in poor countries, and we=
 approach climate largely through that lens. This has led us to fund a lot =
of climate-smart innovations, especially in agriculture, in places where ex=
treme weather is taking the worst toll.=C2=A0 COP30 is taking place at a ti=
me when it=E2=80=99s especially important to get the most value out of ever=
y dollar spent on helping the poorest. The pool of money available to help =
them=E2=80=94which was less than 1 percent of rich countries=E2=80=99 budge=
ts=E2=80=94is shrinking as rich countries cut their aid budgets and low-inc=
ome countries are burdened by debt. Even proven efforts like providing life=
saving vaccines for all the world=E2=80=99s children are not being fully fu=
nded. Gavi (the vaccine-buying fund) will have 25 percent less money for th=
e next five years compared to the past five years. We have to think rigorou=
sly and numerically about how to put the time and money we do have to the b=
est use.=C2=A0 So I urge everyone at COP30 to ask: How do we make sure aid =
spending is delivering the greatest possible impact for the most vulnerable=
 people? Is the money designated for climate being spent on the right thing=
s?=C2=A0 I believe the answer is no.=C2=A0=C2=A0 Sometimes the world acts a=
s if any effort to fight climate change is as worthwhile as any other. As a=
 result, less-effective projects are diverting money and attention from eff=
orts that will have more impact on the human condition: namely, making it a=
ffordable to eliminate all greenhouse gas emissions and reducing extreme po=
verty with improvements in agriculture and health.=C2=A0=C2=A0 In my next n=
